TL 9000 defines a set of requirements and measurement metrics for suppliers of telecommunications systems hardware, software, and services.
Developed by the Quality Excellence for Suppliers of Telecommunications (QuEST) Forum, which is a consortium of leading telecom service providers and suppliers, it is both a quality management and a measurement system.
The TL 9000 Requirements and Measurements Handbooks
The TL 9000 Requirements Handbook builds on the ISO 9001 standard plus additional requirements that specifically address areas unique to telecom, such as network reliability, specialized service functions, and requirements to address communications between telecom service providers and suppliers.
Version 5.0 of the Requirements Handbook became effective November 15, 2009.
Version 4.0 is obsolete as of November 14, 2010.
The TL 9000 Measurements Handbook includes a set of performance measurements to guide progress and provide industry-comparable product and service quality performance levels. To ensure effectiveness and provide a performance baseline, TL 9000 enables registered organizations access to performance data and industry trend reports for benchmarking and tracking best practices.
