Nuclear Quality Assurance Overview

In order to meet ASME NQA-1-2008, the U.S. Standard for nuclear quality with NRC, STAT-A-MATRIX has established an extensive quality support program that meets ASME NQA-1 ANSI, N45.2.23 Qualification of Quality Assurance Audit Personnel for Nuclear Power Plants, and 10 CFR 50 Appendix B Nuclear Quality Assurance Requirements.

The support program of consulting, training, and service products has been designed to help organizations and individuals prepare for these nuclear requirements NQA-1. The driving factors are:

  • New nuclear power plants are to use the endorsed NQA Standard.
  • Utility power plant fleet operations are to move to this endorsed standard.
  • Engineering and construction contractor adoption for a new generation of products and services.
  • Nuclear safety related items/services supplier adoption.
  • Department of Energy facility adoption.

The Benefits of a Single QA Standard for the United States are:

  • Inclusion of improved and current quality criteria, including feedback and improvements.
  • Efficient regulation by the NRC and DOE.
  • Consistent regulatory approach for nuclear, facilities, contractors, and suppliers.
  • U.S. supplier implementation and evaluation consistency.
  • U.S. national consistency in quality requirements for international suppliers.

Major requirements include elements for:

  • Configuration management
  • Computer software controls
  • Commercial-grade items dedication
  • Stronger design organization controls
  • Corrective action process effectiveness
  • Details for effective electronic records
  • Application guides in Part IV

Some other key points include:

  • Integrate more QMS (quality management systems) concepts into the NQA criteria.
  • Minimize or delete direct U.S. regulatory references.
  • Delete “U.S. only” concepts, terms, or text that would not translate to a common international understanding.
  • Establish an IAEA interface and encourage international attendance and participation in NQA meetings.
